Five years ago, California was on the verge of joining Missouri as the only state without a prescription drug-monitoring database.
Since then, lawmakers have tacked on fees for doctors' licenses to fund the Controlled Substance Utilization Review and Evaluation System, or CURES, and register for access to the database.
