Once again, Hawaii's Democratic Legislature and Republican governor reached a stalemate this year on reforming the state's workers' compensation system.And once again, Hawaii's rates are plummeting.The National Council on Compensation Insurance this week proposed an 11.6% reduction in loss costs, citing a continued decline in claims frequency and only moderate increases in costs.
