The South Carolina Legislature Audit Council on Tuesday issued its long-awaited report on the state Department of Insurance (DOI) and warned that 97% of the workers' compensation rate filings auditors reviewed were missing records and that actuarial reviews by the department were missing in most of the those cases.Senate President Pro Tem Glenn F.
