Veteran Pennsylvania Labor & Industry Secretary Stephen M. Schmerin has resigned effective Jan. 31, ending a five-year tenure that includes workers' compensation reforms that Gov. Edward G. Rendell said "significantly reduced" processing time for workers' compensation and unemployment claims.Rendell said Schmerin, whom Rendell named to head the labor agency in January 2003, will return to private law practice.
