ORLANDO, Fla. -- The offices of 15 state insurance commissioners changed hands with the Democrats' sweep of the mid-term elections, triggering an overall thirst for change, the National Council on Compensation (NCCI) said Thursday.
In all, state legislators had filed 7,372 workers' compensation bills by April 1, 2007. An estimated 702 of them had passed one house, said Helen Westervelt, president of NCCI's regulatory division.
