As California discovered and Texas is now learning, there's no easy way to meet demands by state lawmakers that workers' comp treatment conform to objective, evidence-based guidelines. According to a California study, there just aren't any good, comprehensive guidelines out there. And in the Lone Star state, the choice may come down to cost and packaging.
