The Louisiana Legislature is trying to take the state in two opposite directions when it comes to insurance rate regulation.
On Thursday, the House Insurance Committee approved House Bill 1115, which would establish a file-and-use rating system and abolish the state's Insurance Rating Commission, transferring its functions to the state's elected insurance commissioner.
