The Los Angeles Metropolitan Transportation District, which recently has been heavily criticized in local media for its high workers' compensation expenses, released its preliminary budget.The overall $2.8 billion draft spending plan in part counts on a reduction in workers' compensation liabilities by $6 million to stay balanced.
