Davis Budget Makes DWC 100% 'User Funded'

California Gov. Gray Davis released his budget Friday afternoon, and provided funding to the Division of Workers' Compensation by making it 100% "user funded", meaning the bill for running the departments operations is completely footed by employers.The increase from the employer's present 20% share generates $73.7 million General Fund savings in 2003-04, according to the budget.
