Associated General Contractors Inc. and the Florida Home Builders Association have won an administrative ruling that recently enacted regulations in Florida requiring contractors working a public project in excess of $250,000 carry work comp insurance does not apply retroactively.The new law was enacted and effective as of July 1, 2002.
