Fraud Panel Chairman Musing Subpoenas

SACRAMENTO -- California Fraud Assessment Commission Chairman Bill Zachry is itching to discuss some potential major abuses of the workers' compensation industry, but he can't get anybody to show up to a meeting and talk about them. So, on Wednesday he asked Department of Insurance staffers if the commission had subpoena powers that could be used to compel testimony.
