The Insurance Council of Texas (ICT) has developed an electronic workers' compensation law and rules manual. Included in the manual are the Texas Labor Code, the Texas Workers' Compensation Commission (TWCC) rules, the Texas Department of Insurance workers' compensation utilization review and independent review organization rules, the State Office of Administrative Hearings (SOAH) procedural rules, and TWCC's advisories.
