Pending Florida legislation, Senate Bill 1946, by Sen. Charlie Clary (R-Destin), and House Bill 1655, by Rep. Kim Berfield (R-Clearwater), is creating controversy in the state with carriers objecting loudly that the bill's creation of the Florida Employers Mutual Insurance Co. (FEMI) would undermine the industry by ultimately competing at a premium-to-surplus ratio that's below industry standards.FEMI would be a not-for-profit carrier to operate a residual market to guarantee workers' comp coverage.
