California insurers say that injured workers are being deluged with confusing and unnecessary notices, and that proposed return-to-work rules will just make the situation worse.
In testimony to the Division of Workers' Compensation released Thursday, the California Workers' Compensation Institute (CWCI) objected to proposed regulations that would implement a provision of Senate Bill 899 that increases disability awards by 15% when injured workers are not offered return to work, and decreases awards by 15% if they are. The rule applies to companies with 50 or more employees.
