A Northern California man is in jail and on probation violation charges after he allegedly plotted to kill workers at the Division of Workers' Compensation building in Oakland.
Police say 42-year-old James Hazen of San Mateo came to the office with a gun on Feb. 16 intending to kill or kidnap employees, but reconsidered and left the building without harming anyone.
