The Pennsylvania state Insurance Department has adopted a regulation prohibiting insurers, including workers' compensation, from disclosing nonpublic personal health information about a consumer without the consumer's authorization.
National Association of Independent Insurers (NAII) Counsel Ann Weber said the department has clarified that the regulation does not apply to third-party claims administration and processing, in accordance with the position that NAII strongly advocated.
