TALLAHASSEE, Fla. -- Gov. Jeb Bush let Wednesday's self-imposed deadline for calling a special session pass but said this week he would pass the baton to Gov.-elect Charlie Crist if differences couldn't be resolved. Bush said he would decide this week whether to make good on plans to call lawmakers back to Tallahassee in early December to resolve the state's property and casualty insurance crisis before Bush leaves office in January.
