Southern California risk manager Jiles Smith has been appointed to the state commission that doles out millions of dollars in fraud-fighting funds and coordinates policing efforts in California's workers' compensation. Smith -- a former workers' compensation manager for Roadway trucking company who is well-respected as a risk manager and a speaker on medical abuse and fraud -- was named Tuesday to the Fraud Assessment Commission, Gov.
