Officials in Luzerne County, Pa., are reviewing a deal with a local third-party administrator for the county's workers' compensation program to determine why former county Human Resources Director Doug Richards never secured a contract with the firm, The Standard Speaker reported Wednesday.The Hazleton, Pa., newspaper said Harris was in charge of overseeing the workers' compensation program.
