The New York State Workers’ Compensation Board, which recently helped pass a 9.3% increase in loss cost rates, concedes that a highly touted, multi-year process to streamline system operations “will only result in minor reductions” of loss costs. Board Chairman Kenneth Munnelly testified that further legislative reforms, not administrative changes, are needed for meaningful cost reductions.
