California Gov. Jerry Brown on Friday urged lawmakers to pass Senate Bill 863, which emerged Friday in amended form in an apparent attempt by lawmakers to assuage concerns that the reform measure would decrease benefits to catastrophically injured workers.The amended version of the bill would establish a $120 million per-year "return-to-work program," funded through employer assessments, "for the purpose of making supplemental payments to workers whose permanent disability benefits are disproportionately low in comparison to their earnings loss."
