Two Republican lawmakers in Wisconsin announced major legislation on workers' compensation just as labor and management representatives were successfully hammering out an agreed-upon bill on the issue.
In a move that caught system users and observers by surprise, state Sen. Duey Stroebel, R-Saukville, and state Rep. John Spiros, R-Marshfield, sent out a memo with proposed legislation attached last Wednesday.
