Investigators for New York Attorney General Eric T. Schneiderman have arrested the owner of a new Manhattan restaurant on charges that he shortchanged 54 workers out of more than $100,000 in wages and filed a false application for workers' compensation insurance.Schneiderman said in a press release that Paul D.
