Federal prosecutors charged a former Ohio Bureau of Workers' Compensation employee with allegedly scamming the Internal Revenue Service out of more than $8 million, according to an indictment that was unsealed on Wednesday.Authorities alleged that Don P. Gooch, 64, of Cleveland, Ohio, created a fake trust and holding company to bilk the IRS into issuing four refund checks worth a total of $8 million.
