Man Accused of Posing as Agent, Selling Fake Comp Policies

A Georgia man was arrested on multiple fraud charges for allegedly posing as an agent and selling phony workers’ compensation policies, according to a report by the Fox affiliate in Atlanta that cites as a source the enforcement division for the state Board of Workers’ Compensation.
Fernando Jose Cuellar Membreno, 50, operated multiple businesses out of the same building in Buford. The businesses included HSR Insurance, All Nations Inc., All Saints Insurance, Sub-Contractors of the South, Platoon Builders Corp., Tax Center of Gainesville and Tax Center Buford.
The enforcement division reportedly launched an investigation after receiving complaints in March 2020 that he was issuing fraudulent certificates of insurance.
Membreno faces seven felony counts of insurance fraud and is currently out on bond, according to the report.
