Judge Issues Tentative Ruling to Enjoin Collection of Activation Fees

A federal trial court judge has issued a tentative decision saying he is inclined to bar the California Division of Compensation from continuing to collect the lien-activation fees imposed by Senate Bill 863 while a constitutional challenge to the imposition of the fee is litigated. Judge George H. Wu of the U.S. District Court for Central California also indicated that he was planning to let the plaintiffs in Angelotti Chiropractic v.
