A Montgomery County roofing contractor has pleaded guilty to felony workers’ compensation fraud for the second time in four years, New York State Workers’ Compensation Fraud Inspector General Catherine Leahy Scott says. Joseph Kellogg, 51, of Amsterdam, pleaded guilty Tuesday in Montgomery County Court to failure to secure compensation and offering a false instrument for filing in the first degree, both felonies.
