Formulary Bill Falls Three Votes Short in House

Advocates for employers and insurers vowed to spend the next month wooing three Republican votes after a bill that would mandate adoption of a drug formulary failed in a 98-98 vote in the House of Representatives on Tuesday. Senate Bill 936 came up three votes short — it takes 101 votes to pass the House in Pennsylvania — after passing the Senate 34-16 on Oct. 25 on a largely party-line vote, with Republicans in support.
