A former insurance agent awaiting sentencing after being convicted of stealing premiums from small business owners was arrested Thursday for allegedly using stolen identities to open a fraudulent agency and apply for loans, the California Department of Insurance announced. Francis Okyere, 70, was charged with 17 felony counts of identity theft and grand theft for allegedly creating the fraudulent Cyber Access Insurance Agency.
