South Carolina Chief Administrative Law Court Judge Ralph Anderson III has scheduled a hearing for Oct. 8 to review a challenge from the state consumer advocate of a 7.3% loss-cost increase filed by the National Council on Compensation Insurance (NCCI).Consumer Advocate Elliott Elam has asked the court to deny the NCCI filing, which called for the State Insurance Department to approve the increase, effective on July 1, 2012.Elam said he has hired outside actuary Martin M.
