The former chief executive of a Pennsylvania third-party administrator (TPA) was convicted Wednesday on 19 counts of fraud, money laundering and tax charges based on allegations that he siphoned nearly $650,000 from the Lackawanna County, Pa., workers' compensation fund.Charles A.
