Newspaper Publishers Urging Lawmakers to Exclude Carriers from Definition of 'Employment'

A group representing New York's newspapers is backing legislation in the state Senate meant to address recent rulings by the New York Unemployment Insurance Appeal Board and a state appeals court that declare carriers are employees and not independent contractors.
