The California Division of Occupational Safety and Health fined a real estate investment firm $91,000 after an investigation into the death of a tree-trimmer determined the company did not employ a qualified tree worker as required by law.Joshua Alan Pudsey, 42, died Nov. 2, 2013, when he was stuck by a section of a 60-foot-tall eucalyptus tree he was helping remove from property owned by Three Frogs Inc., a La Mesa firm that flips real estate.
