Zenith Pursuing Civil Action Against Doctor Arrested for Fraud

A Southern California orthopedic surgeon accused of defrauding workers' comp insurers is also facing a civil action filed by Zenith Insurance Co. seeking at least $8 million in damages and penalties.Dr. Jay Allan Vogel pleaded not guilty to 44 counts of insurance fraud during his arraignment hearing in Oakland last Thursday and persuaded a judge to reduce his bail amount from $680,000 to $250,000, said Lance Kubo, the deputy district attorney assigned to the case.
