NCCI Proposes Fifth Straight Rate Decrease Since 2011 Reforms

The National Council on Compensation Insurance is recommending a 10.9% rate decrease effective Jan. 1 because of improved experience in policy year 2015 by Illinois insurers and declining lost-time claim frequency. NCCI recommended a 7.5% decrease for the assigned risk market. A labor advocate and a claimants’ attorney say the filing is proof that reforms enacted in 2011 are working and that Republican Gov.
