West Virginia Gov. Earl Ray Tomblin on Tuesday named a veteran assistant insurance commissioner to serve as acting commissioner, following the retirement of Insurance Commissioner Jane Cline.Tomblin appointed Michael D. Riley, assistant commissioner of regulation, to become acting commissioner, effective July 1.
