Medical providers suing California regulators over lien provisions in Senate Bill 863 said it is appropriate to enjoin the state from enforcing any of the new lien fees because it appears likely that a court will issue a determination that the reform bill is constitutionally defective.A federal judge on Nov. 12 granted a temporary injunction prohibiting the Division of Workers' Compensation from collecting the $100 lien-activation fee and from dismissing any liens that have not been activated.
