A Queens, N.Y., painting contractor has been charged with underreporting payrolls to the New York State Insurance Fund (NYSIF).NYSIF said Friday that Carlos Martinez, 45, was arrested on Nov. 9 and charged with avoiding premiums of more than $180,000.He was charged by Queens District Attorney Richard Brown with offering a false instrument, insurance fraud, grand larceny, and violations of the New York State Workers' Compensation Law.Martinez owned C.M.
