Surgeon Arraigned on Fraud Charges for Alleged Overbilling

A California orthopedic surgeon was arraigned Wednesday on charges that he bilked workers’ compensation carriers and other insurers out of $700,000 by providing unnecessary and excessive treatment.  Dr. Gary Royce Wisner of Lodi was indicted on 11 felony counts of insurance fraud by a San Joaquin County grand jury.
