Vermont Making Second Pass on Voc-Rehab Rules

State regulators in Vermont have withdrawn proposed rules that would have directed vocational rehabilitation screening of injured workers to the state Division of Vocational Rehabilitation. Steve Monahan, director of the state Workers' Compensation & Safety Division, said he learned only recently that the state voc-rehab agency does not have statutory authority to bill insurance companies for the screenings, which are mandatory after workers have been on temporary disability for three months.
