Legislation filed in the New York Senate Monday would remove most newspaper carriers from workers' compensation, unemployment and minimum wage protections provided by the New York State Labor Law.
Senate 4975, filed by Sen. George Amedore Jr., R-Rotterdam, would remove carriers from the definition of "employment" in state law if they earn substantially all of their money based on sales rather than hours worked, if they work under a written contract and if their contract meets seven of 10 criteria intended to test independent-contractor status.
