The liquidation of a small Florida insurer that covered professional employer organizations marked the end of what otherwise was a quiet year for workers' comp carrier insolvencies.A Leon County Circuit Court judge on Dec. 16 approved an order allowing Insurance Commissioner Kevin McCarty to liquidate Southern Eagle Insurance Co., a Bradenton-based carrier that had only 29 policyholders.
