Kentucky Governer Ernie Fletcher appointed a nine-member panel to study workers' compensation coverage for jockeys Wednesday after a short-term deal was reached by legislators a day prior. The panel will include members of the horsemen's and jockey's organizations, racing associations and a representative from the Kentucky Horse Racing Authority.
