No single company was hit harder by the lien declaration requirement California lawmakers created in 2016 than Vital Imaging, a radiology firm that a federal grand jury alleges was part of a vast scheme to defraud carriers out of $284 million.
The lien declaration requirement also had a marked impact on Sam S. Solakyan, 37, the chief executive officer for Vital Imaging who was arrested last month on a 12-count indictment accusing him of paying kickbacks for referrals.
