A Southern California businessman was arrested on charges that include paying more than $8.8 million for patient referrals that were used to generate more than $284 million in bills for ancillary medical services.
Sam S. Solakyan was arrested Sept. 27, according to records from the U.S. District Court for Southern California. He is accused of participating in a San Diego kickback scheme federal prosecutors uncovered through an investigation dubbed “Operation Backlash.”
