The National Conference of Insurance Legislators is encouraging federal lawmakers to support a proposal to reauthorize the Terrorism Risk Insurance Act through 2035.
The TRIA Program Reauthorization Act of 2025 would implement an eight-year extension of the program currently scheduled to expire on Dec. 31, 2027.
TRIA was created amidst the fallout of 9/11 to help private markets stabilize by having the federal government pick up some of the costs of insured losses resulting from certified acts of terrorism. Congress reauthorized and modified TRIA in 2005, 2007, 2015 and 2019.
