WILLIAMSBURG, Virginia — Workers’ compensation programs have dramatically reduced the amount of opioids used by injured workers, but more remains to be done to treat the addicts who were created when controls were lax, and to educate physicians and patients to prevent new addictions, regulators and claims administrators said Wednesday.
