The California legislative session that begins today will bring new lawmakers and term limits to Sacramento, but lobbyists and advocates are expecting little more than minor variations on the same themes that played out in the last two sessions when it comes to workers' compensation issues.   Employer lobbyists say they expect attempts to roll back the 2012 reforms and efforts to expand the types of safety workers who qualify for various presumptions.
