Connecticut Gov. Ned Lamont signed a budget bill that includes a last-minute addition that supporters say addresses a problematic state Supreme Court decision that threatened to increase work comp costs. The governor on Tuesday signed HB 6863, which includes language adding a limitation on the discretion of administrative law judges to award specific types of benefits. The high court, in Gardner v.
