The New York Workers’ Compensation Board adopted emergency rules it says are necessary to implement an appellate court decision that awarded benefits to a livery driver who was shot by a passenger. Jeffrey Cisnero was working as a for-hire driver in March 2018 when Excellent Car & Limousine Services dispatched him to transport a passenger who robbed him and shot him several times.
